pre-employment screening

I often asked my wife to help my brother find a permanent position in the government agency where she is presently employed. But my wife says that she couldn’t help him unless my brother passes the Civil Service Examination since it’s one of the minimum qualifications in all positions in her office. Every applicant has to pass the pre-employment screening conducted by the agency.
